This is an antique Japanese abacus which is called a soroban.  Japan started using this counting device around 1600 AD.

This particular antique soroban has 5 beads below the reckoning bar.  Modern Japanese soroban have one bead (heavenly bead) above the reckoning bar and four (earth beads) below it.  It was simplified around 1850 and was reduced to a single bead above the reckoning bar and later in 1930 to just 4 beads below it.
