Tabakobon
This is a beautiful antique Japanese Tabakobon - a tray box that is used to store tobacco and smoking accessories. These have been used in Japan since the late Meiji/early Taishō period. They were used in households and formal occasions like tea ceremonies.
The ceramic pot (hibachi) is used to hold the lit charcoal for lighting the pipe. The brass container would have been used as an ashtray or to hold water to extinguish the pipes.
